Referring to Mr. Severn's Despatch No.369
of the 21st. of November, 1917, I regret that by an oversight
I have not reported to you the circumstances in which I grant- -ed Mr. J. D. Lloyd leave of absence.

In October last a Japanese Manager of a considerable Japanese Firm was prosecuted by the Crow for offering to Mr. J. D. Lloyd, who had reported the matter to Goverment, a Gold watch and chain with a view to influencing his conduct as a public servant. Mr. Lloyd at the time was employed in the Imports and Exports Office where he had to do, inter alia, with the issue of permits for the export of prohibited goods.
It transpired in the course of the cross- -examination of Mr. Lloyd by the Counsel for the defendant that on previous occasions, notably at the season of the New Year, Mr. Lloyd, Mr. Burn of the same Department, and Mr. Hutchison, the Superintendent of it, had received presents from some of the principal Japanese Firms in the Colony. It was shown that Japanese are in the habit of making personal presents at Midsummer, about the time the watch was offered; and it was contended that the gift, like the previous ones,
